主讲人简介

政治学博士，吉林大学匡亚明学者卓越教授、博士生导师。现任吉林大学行政学院院长、吉林大学协商治理研究院常务副院长、《协商治理研究》副主编，加拿大皇后大学城市与区域规划学院访问学者，中国社会科学院政治学研究所博士后。兼任中国政治学会副秘书长、中国政治学会青年工作专业委员会副会长、吉林省政治学会副会长兼秘书长、吉林省行政管理学会副会长，并任中共吉林省委决策咨询委员。研究方向为城市与区域规划、基层治理与协商治理，出版专著及参编著作 10 余部，发表论文 140 余篇。入选国家“万人计划”哲学社会科学领军人才、全国社科联优秀社会组织工作者。

讲座简介

政协微建议是全过程人民民主向基层延伸的重要协商载体，以民生诉求为切入点，搭建群众与治理部门的沟通桥梁，也是推进现代城市文明建设的重要路径。本讲座系统阐释政协依托一体化数字履职平台构建的“提、立、办、督、评、结”闭环工作机制，以及纵向联动、横向协同的治理格局。结合交通、医疗、教育等城市基层典型案例，剖析政协微建议疏通城市治理堵点、补齐民生服务短板的内在逻辑，探索政协基层协商履职的优化路径，为推动城市文明与民生善治提供理论思路与实践参考。

The CPPCC Micro-Proposals serve as an important consultative vehicle for extending the whole-process people's democracy to the grassroots level. Taking people's livelihood concerns as the entry point, they build a communication bridge between the public and governance departments, and also serve as an important pathway for advancing modern urban civilization. This lecture systematically elaborates on the closed-loop working mechanism of "proposal, establishment, handling, supervision, evaluation, and closure" constructed by the CPPCC through its integrated digital performance platform, as well as the governance framework featuring vertical tiered coordination and horizontal multi-sector collaboration. Drawing on practical grassroots cases in areas such as transportation, healthcare, and education, the lecture analyzes the underlying logic of how CPPCC Micro-Proposals unblock bottlenecks in urban governance and address shortcomings in public services. It also explores optimal pathways for grassroots consultative performance by the CPPCC, with the aim of providing theoretical frameworks and practical references for advancing urban civilization and improving people's livelihood governance.
